Begin 2012 meldde Monster vol trots dat ze haar eerste overheidscontract in Europa had gewonnen:

In Europe, we […] are optimistic about building a meaningful business with European governments. Last year, we started an effort to expand our successful U.S. government business on a global basis. Just this week, we have completed a major new contract with a European entity, which is in excess of $20 million. This is an important, initial accomplishment in developing a global government business.

Enkele weken later werd bevestigd dat het om het Engelse Department of Work and Pensions (DWP) ging, waar een deal van vier jaar werd gesloten, ter waarde van $20 miljoen, om het volgende te leveren:

…] provide a managed online vacancy taking, filling and automated job matching service. This is part of the DWP Digitisation Programme aimed at providing easy online access to appropriate Government Services and will ultimately enable jobseekers to find more suitable job vacancies more quickly.

Maar het lijkt er ernstig op dat Monster haar in 2012 gemelde succes uiteindelijk als een mislukking zal moeten bijschrijven. Want dit was gisteren in The Guardian te lezen:

A cache of documents seen by the Guardian details how the government’s main website for job hunters – which tens of thousands of unemployed people have been required by the DWP to sign up to – is likely to be jettisoned when the contract for the service comes up for renewal in two years.

Dat is dus bijzonder slecht nieuws voor Monster’s ambities om de Europese overheidsmarkt te veroveren met haar 6Sense product en omringende diensten.

De reden voor alle ophef lijkt echter minder van doen met technologie dan met de politieke beslissing om een lage drempel in te bouwen voor het plaatsen van vacatures door opdrachtgevers. Waarmee de deur werd opengezet voor fake vacatures:

Separate investigations by Channel 4 News and the Labour MP Frank Field have uncovered hundreds of thousands of fake, repeat or, in a minority of cases, fraudulent job postings that enticed jobseekers to spend money needlessly – for example on fake criminal records checks – or were a means of harvesting personal information for identity fraud.

Maar dat wil niet zeggen dat Monster zich ongerust hoeft te maken. Integendeel:

Other internal communications suggest that civil servants have asked for more than one hundred changes to the service. However senior managers have decided to pass on only a handful of them to Monster because they have given up on improving the current site and expect to start afresh after April 2016.

Dit klinkt als een kiss of death voor Monster. Het bedrijf lijkt de schuld te krijgen voor alle problemen waar DWP mee kampt en kan daarmee als zwart schaap worden afgevoerd op het moment dat er een nieuwe aanbestedingsronde wordt ingezet. Waarmee Monster Government Solutions (MGS) zich waarschijnlijk zal moeten terugtrekken tot het Amerikaanse continent en Europa aan de Europeanen zal moeten laten. Want een dergelijke zeper kom je in overheidsland niet (makkelijk) te boven. Risicomijdend gedrag staat bovenaan en dan kan je geen leverancier met een vlekje gebruiken.
